Deliberation: A Paradigm in the Arena of Public Argument

    Get PDF
Leaving aside the usual approach to deliberation as a private or simulated weighing, based on the traditional model for practical reasoning, normative logic and argumentation schemes, we aim to characterize deliberation as a particular instance of discursive interaction in the public arena in which information, options and preferences are evaluated and handled in order to achieve a decision or a practical resolution in a responsible and reasoned way; a crossroads between epistemic-discursive conditions and ethical-political programs

Public Support for the Financing of RD&D Activities in New Clean Energy Technologies

    Get PDF
Several market failures, as well as other technical, economic and regulatory barriers to the market penetration of clean energy technologies result in under-investment of private innovators in RD&D. Therefore, public support is needed in order to induce innovations. Policy tools creating market conditions that are attractive for the exploitation of clean technologies (market pull) must be combined with other tools directly supporting the development of these technologies through the provision of public funds (technology push). Thereby, financing policy instruments should be chosen so that their characteristics match with those of the specific innovation process being targeted at the same time that social welfare is maximized. We develop an analytical framework to define the form of public support and to provide recommendations on the optimal choice of both technology push and market pull instruments.clean energy technologies; innovation finance; public support; technology push; market pull

A Comprehensive Approach for Computation and Implementation of Efficient Electricity Transmission Network Charges

    Get PDF
This paper presents a comprehensive design of electricity transmission charges that are meant to recover regulated network costs. In addition, these charges must be able to meet a set of inter-related objectives. Most importantly, they should encourage potential network users to internalize transmission costs in their location decisions, while interfering as least as possible with the short-term behaviour of the agents in the power system, since this should be left to regulatory instruments in the operation time range. The paper also addresses all those implementation issues that are essential for the sound design of a system of transmission network charges: stability and predictability of the charges; fair and efficient split between generation and demand charges; temporary measures to account for the low loading of most new lines; number and definition of the scenarios to be employed for the calculation and format of the final charges to be adopted: capacity, energy or per customer charges. The application of the proposed method is illustrated with a realistic numerical example that is based on a single scenario of the 2006 winter peak in the Spanish power system.Massachusetts Institute of Technology. Epidemiología de las consultas respiratorias de adultos en Santiago de Chile desde 2003 a 2008

    Get PDF
Background: Respiratory diseases are the third cause of death, and the second cause of hospitalization among people aged 65 years or more in Chile. Aim: To analyze the distribution of consultations due to respiratory diseases among adults living in Metropolitan Santiago. Material and Methods: A daily registry of all consultations of patients older than 15 years old in seven public primary care centers, was carried out between January 2003 and December 2008. Consultations were classified as having non-respiratory or respiratory causes. The latter were broke down in upper or lower respiratory diseases, pneumonia, chronic obstructive pulmonary disease (COPD) and asthma. Results: A total of 1,170,941 consultations were registered and 19% were due to respiratory diseases. Of these, 46% were due to upper respiratory diseases, 31% due to lower respiratory diseases, 8% due to COPD, 6% due to pneumonia, 5% due to asthma and 4% due to other respiratory causes. Pneumonia and COPD were more frequent among consultants older than 65 years. Conclusions: Consultations due to respiratory diseases are approximately one fifth of all primary care consultations. Older people often have more chronic and severe diseases. Key words: Adult; Epidemiology; Morbidity; Respiratory tract diseases

Changes in mobility and socioeconomic conditions during the COVID-19 outbreak

Since the outbreak of the 2019 novel coronavirus (COVID-19) pandemic, governments have been implementing containment measures aimed at mitigating the spread of the virus, including restrictions to human mobility. The ability to adapt to the pandemic and respond to containment measures can be bound by socioeconomic conditions, which are heterogeneous in large urban areas of low-income and middle-income countries. In this paper, we analyse mobility changes following the implementation of containment measures in Bogotá, Colombia. We characterise the mobility network before and during the pandemic and analyse its evolution and changes between January and July 2020. We observe a general reduction in mobility trends, but the overall connectivity between different areas of the city remains after the lockdown, reflecting the resilience of the mobility network. Then, we estimate a gravity model to assess the effect of socioeconomic conditions on mobility flows. We find that the responses to lockdown policies depend on the socioeconomic conditions of the population. Before the pandemic, the population with better socioeconomic conditions shows higher mobility flows. Since the lockdown, mobility presents a general decrease, but the population with worse socioeconomic conditions shows lower reductions in mobility flows. We conclude by deriving policy implications.Fil: Dueñas, Marco. Universidad de Bogota Jorge Tadeo Lozano; ColombiaFil: Campi, Mercedes Maria. Acute Colchicine-induced Neuromyopathy in a Patient Treated With Atorvastatin and Clarithromycin

    Get PDF
Neuromyopathy is a rare side effect of chronic colchicine therapy, especially without renal impairment. Drugs interacting with colchicine metabolism through CYP3A4 can accelerate accumulation and toxicity. We describe a case of an interaction between atorvastatin, clarithromycin and colchicine resulting in acute neuromyopathy. Learning points: Colchicine has a narrow therapeutic window, and therefore, often produces side effects.Special caution should be adopted if patients with renal disease and concomitant medications are given colchicine. Before prescribing colchicine, the clinical history, including previous medications and conditions, should be carefully considered
